BEST CALIFORNIA SURFING BEACHES

Best cities in California?
Here is what I am looking for. Near by surfing, good surfing, comparable to surf in Hawaii. But not necessarily beach front just within maybe a two hours drive. Near by good shopping and fun things to do. But not a huge city. Somewhere safe and friendly. A place where I can put my daughter in public high school and know that she will be safe and happy. So where would I find that in California? =D
The area around Venice Beach is nice. Look it up, lots of things to do, nice beach, friendly….Also Santa Monica is nearby which isn’t bad either….
